HITECH Act EHR meaningful use core and menu requirements

Meaningful Use in the EHR Incentive Programs

What is meaningful use and how do I achieve it?

Only eligible professionals that achieve meaningful use may qualify for EHR incentive program funds. An EP must meet two requirements to qualify as a meaningful EHR user:

  1. "At least 50 percent of an EP's patient encounters during the EHR reporting period during the payment year must occur at a practice/location... equipped with certified EHR technology."
  2. Use of the certified EHR technology must meet a total of 15 "core" and a minimum of 5 "menu" objectives in Stage 1 . Additional objectives will be required in Stages 2 and 3.

There are three Stages of meaningful use. Eligible professionals start at Stage 1 and advance to Stages 2 and 3 in later years. Each stage involves a greater number of requirements, however Stage 1 serves as the foundation upon which Stages 2 and 3 will only build incrementally.
